The law — what's required
The recent amendment has shifted logistics from a 'frontline operation' to a 'legal obligation managed by leadership.' If your company qualifies as a designated shipper, the law imposes three obligations on you — and outsourcing does not exempt you from them.
An executive or director must be appointed — merely having a logistics manager serve in a dual role does not meet the requirement. Notice must be filed with the relevant ministry.
The plan must include load-efficiency improvements, wait-time reduction, and operational targets, and is filed with the government.
A detailed report on plan implementation and actual results must be filed with the relevant ministry every fiscal year.
"Enforcement is progressive: administrative guidance → public disclosure of company name → enforcement order → fines up to ¥1,000,000 (effective 2026)."

Does your annual cargo volume exceed 90,000 tons?
Are you outsourcing logistics to a carrier or 3PL?
Do you remain responsible for logistics even though you've outsourced the work?
How it works
The results shown here are real: teams that moved from manual operations to VanOnGo.
We map your logistics cost structure from billing data and confirm whether your company qualifies as a designated shipper. No data preparation needed in advance — carrier invoices alone are sufficient.
We model your current logistics network (routes, vehicles, load efficiency, idle times) and show you the quantified improvement opportunity before you commit.
Working with your team, we review actual delivery planning, dispatch, and tracking workflows. We then develop an improvement plan tailored to your current operations.
Using actual performance data from steps 2 and 3, we prepare the mid-to-long term plan and annual report in the framework required by government. Final review, approval and submission are your responsibility.
We set concrete, numeric targets for route optimization, load consolidation initiatives, and labor-time reduction. Because VanOnGo's platform executes the plan, these are achievable targets, not aspirations.
VanOnGo goes live. AI dispatch, real-time KPI tracking, and automated report generation replace manual processes. The improvement targets in your plan become your CLO's documented achievements.
Carrier invoices are all you need. Our team will map your logistics cost structure and show you exactly what CLO compliance means for your business — with no obligation to proceed.
VanOnGo digitizes the manual workflows that run japanese logistics. It's the means to achieve the targets in your plan, and a platform you'll use long after your compliance report is filed.
