The law — what's required
The recent amendment has shifted logistics from a 'frontline operation' to a 'legal obligation managed by leadership.' If your company qualifies as a designated shipper, the law imposes three obligations on you — and outsourcing does not exempt you from them.
An executive or director must be appointed — merely having a logistics manager serve in a dual role does not meet the requirement. Notice must be filed with the relevant ministry.
The plan must include load-efficiency improvements, wait-time reduction, and operational targets, and is filed with the government.
A detailed report on plan implementation and actual results must be filed with the relevant ministry every fiscal year.

Yes. The law places the obligation on shippers — the companies whose cargo is being moved — regardless of outsourcing. You must appoint a CLO and submit the required plans even if a 3PL manages all operations. The law defines the CLO as a person in a managerial position who participates in important business decisions. In practice this means director or executive officer level. A logistics department head or manager alone is unlikely to meet the requirement.
Both packages include identical consulting deliverables: designation assessment, CLO role design, government plan drafting, and reporting framework setup. The difference is the platform.
